Every time i get near the police car the blue dot disappears from the map . Was completely random but it was not bugged. I've lost account of how many times i found the police van with Packie and started chasing it only for the blue dot to disappear and occupants walking away, doors won't open after killing both cops, Packie starting calling for help and then poof! he vanished from inside the van without me doing nothing and the classic "van suddenly stops and everyone walks away, doors locked - again!". in my experience Packie will NEVER spawn when you want him too Only when you least expect it. 559. Time of day doesn't matter BUT, you need a 4/5 door car.
